Preparations in Vladivostok for the peace talks between the Great Empire Of Yamakami and The Roman Republic are finished. Welcome to Vladivostok, Yamakami!

The Empress, Freya Nakamura was not able to greet the foreign officials due to a hasty departure to the Western Commonwealth, attending a meeting concerning the progress of peace in Queensland and The Middle East Wars. The Emperor, Hiroshi Nakamura, will personally lead the peace talks. The Foreign officials has been escorted to the meeting place, the military's main base in Vladivostok. Do not worry, any dangerous weaponry/aircrafts and everything else deemed harmful, even a single pin is deemed harmful, mind you, is temporarily hidden away in an undisclosed area.
The Emperor arrived in the meeting room together with 4 officials, namely, Yamakami Air-Defence Force in-charge* Aito N., Imperial Yamakami Naval Force in-charge, Himaruya N., Secretary of Foreign Affairs, Suzuki N. And finally, Governor-General of the South Pacific Mandate, Yato. In the meeting room, the Emperor was the first one to sit then was followed by the others.
The Emperor looks at the R. Republic's officials one by one and said, "We appreciate your efforts to travel here and your willingness to resolve this through diplomatic talks. Let us make the best out of it".
Yato, without missing a beat, went straight to the "problem" "Why haven't you withheld at least half of your forces in the South Pacific Mandate!? We expected you to do so! Isn't it common sense that a country who agrees to diplomatic talks should not make such a bold action against the-" He was cut short by Himaruya with a slap at the back of his head. "At least do not bluntly voice your intentions and opinions... Idiot" he muttered the last part.
The Emperor gave you the tiniest apologetic smile at your way and said, "Do excuse Yato here, he is like that to generally anyone. In fact" The Emperor then gave the 2 men a deadly glare. "It was because of their feud that my Empire was unable to defend the Mandate properly. Yato, due to pride, did not immediately ask the Navy's help and the two men argued a great deal because of that while Yato, too occupied overseeing the safe arrival of search and rescue helicopters for the expedition in the East of V. Dominion (Russian Far East) was not immediately informed. Leaving him in the dark, thus our current predicament".
Yato cleared his throat and said, "Right, sorry"
The Emperor, not giving a damn, continued, "I'm sure you're thinking
Why don't you just fire him then? I disagree with this, it is because of Yato that the mandate is in constant pristine condition. He's doing quite an adequate job of doing so and his loyalty is undisputed even in the mainland.

Aito then, as if on cue said, "We wish to end this problem. We can apologize if you so wanted but that's it, for our military "presence" in the middle east, which is the source of all of this, was almost nonexistent. Save for our reconnaissance aircrafts for the sole purpose of monitoring Prussia's movements for any ulterior motives and, currently, medical aid to V. Dominion as an
ally but we are currently at peace with Prussia and we strongly feel that our nations should be too.
The Emperor added, "We must put an end to this with haste for the alliance (ADA) reacts quite violently to any countries outside the alliance who declares war to any member countries or even the slightliest of aggression or action from an outsider."
The Emperor turned to look at you directly in the eyes and continued, "And I say this with brutal honesty."
