"Hmm, perhaps we can. However, it would be for a limited time as we have a plan to deal with the issue soon. We also wouldn't like to be dependant of such a necessary resource, for obvious reasons. However, for the short term I think it would be wonderful to purchase water off your wonderful nation, and I'm sure my leaders would be willing to pay handsomely for it. If you pardon me for a moment."

Tolov walks over to the group discussing the future HQ of the event.

"I think Yakutsk would be a wonderful place for a summit. It's the largest city on permafrost, quite a spectacle. As well, it's quiet; only around 300k residents, which means there is a much lower chance of successful terrorist threat as they can be identified quicker. And after, oh I don't know, we could all take a trip to the Arctic circle and get a Varbucks. In sorry to leave so soon gentlemen, but I have a conversation to finish elsewhere."

Tolov smiled at them and then walked back to mister Red.

"So sorry about that, now where were we?"
"Your leaders were interest in our water." Red Gets up from his seat, straightens his tie, then moves closer to Tolov."How much water do you think your nation needs for a short term?"
