We have discovered 2 terrorists that did the recent bombing in Pittsburgh and NYC are currently hiding in the remainder of Montana. Troops are occupying the area as we speak.

But Montana is in the Western Commonwealth. Also, we apprehended three terrorists planting a bomb in our parliament house. Not sure if they are related to your terror attacks, but we will send them to you anyways.

[I claimed the western half of Montana. Im pretty sure FSA means that they are in the unclaimed parts of Montana.]

As well as trying to capture terrorists, the troops are also there to re-make the state of Montana. The Institute is welcome to send Constables though.

The Secretary of State contacts the UFSA to ask permission to transport the terrorists to UFSA.
